The Ministry of Public Works, Reconstruction, and Housing – Jubaland State of Somalia is responsible for the planning, development, and maintenance of critical infrastructure across the state. The ministry leads efforts in urban planning, housing development, road construction, and public facility rehabilitation to enhance economic productivity and social well-being. Create state infrastructure that enhances the employment, increases food security, builds up resilience to climate change and variability, respect Somali cultural heritages and is environmentally and economically sustainable.

Mission

Lead and promote rehabilitation of public infrastructure and execute or promote public works of the JSS in an effective and efficient way, and where necessary regulate the related operations of private entities and individuals and in collaboration with other infrastructure ministries.

Our Objectives

Our objectives focus on revitalizing and maintaining Somalia’s essential infrastructure—roads, buildings, ports, and aviation—to foster stability and sustainable socio-economic growth. We are strengthening policy and regulatory frameworks to ensure effective planning and delivery of infrastructure and related social services. Institutional and technical capacities across all sub-sectors are being enhanced to support efficient implementation, operation, and monitoring. Prioritizing mobility and regional connectivity, we emphasize the rehabilitation and maintenance of transport networks. Additionally, we are expanding access to affordable housing for IDPs, returnees, the urban poor, and vulnerable populations to promote inclusive development.

Revitalize, operate and maintain essential road, building, ports and aviation infrastructure and services to improve stability and set foundations for social, economic and sustainable development.

Strengthen policy and regulatory frameworks at the Ministry to guide, plan and implement infrastructure development and related social service provision;

Strengthen institutional and technical capacities of different infrastructure sub-sectors to be able to plan, implement, operate, maintain and monitor sector specific infrastructure development;

Improve mobility and connectivity throughout Somalia and to the neighbouring region with a strong focus on rehabilitation and maintenance of existing transport infrastructure;
